Money laundry is an ordinary operational technique among criminal gangs and terrorist organizations to provide their own finances. However, this does not mean that governments do not commit it. In countries where mafia gangs are widely involved in money laundering, this criminal act can infiltrate financial institutions, acquire control of large sectors of the economy through investment, or offer bribes to public officials and indeed governments.

The countries involved in money laundering are strongly pressured by international law and international organizations and are subject to sanction regimes.

On February 21th, the Financial Action Task Force (FATF) announced that it has added Albania and five other countries to the countries under “increased monitoring”, otherwise known as the “grey list”. This list includes countries whose jurisdictions have “strategic deficiencies” in the prevention of money laundering and organized crime and are therefore subject to greater monitoring.

Albania entered the list, while it was dropped out of it in 2015, but, it was re-entered the list by the MONEYVAL, which is a permanent mechanism of the European Council in charge of evaluating the implementation of standards in the fight against money laundering and organized crime.

As early as 2018 Moneyval had called on the Albanian authorities to step up efforts to prosecute people involved in money laundering and confiscation of their property.

The report, which has been very negative for Albania, highlights the link between corruption and criminal organizations related to money laundering, warning the authorities that adequate measures have not been taken to combat the phenomenon.

MEK Base In Albania – They Gave Us a Tour

MONEYVAL recognizes that the Albanian authorities are well aware of the risks that money laundering causes to the formal economy and have created national coordination mechanisms for policy development to address the risks. However, these mechanisms have not proven to be fully effective and there are some areas where better results could have been obtained.

Albania’s lack of action to combat money laundering is also recognized by the US government. According to the U.S. State Department’s 2019 International Narcotics Control Strategy Report on Money Laundering and Financial Crimes, the Government of Albania made no significant progress toward thwarting money laundering and financial crimes in 2018. It is insisted in the report that Albania remains vulnerable to money laundering due to corruption, growing organized crime networks, and weak legal and government institutions.

This situation has prompted the European Commission to expand the mechanism of control of the phenomenon of money laundering in Albania, placing the country on the gray list of countries at high risk of money laundering, from which it had left in 2015.

However, there is something worrying about Albania’s inclusion in the gray list, which discriminates it from other listed countries: The country is home for a terrorist organization with a long history of illicit fundraising activities.

MEK Terrorists in Albania Complicating Edi Rama’s EU Accession Talks

The Mojahedin-e Khalq (MeK) Organization, is an Iranian guerilla group listed as a terrorist organization by the European Union, the United States, the United Kingdom, and Canada until a few years ago. This terrorist group, which was relocated with more than 2,500 members to Albania in 2016, is among criminal organizations that has a long history of money laundering activities.

According to evidence which became available after the fall of Saddam Hussein, the MEK received millions of dollars in Oil-for-Food program subsidies from Saddam Hussein from 1999 through 2003. In addition to discovering 13 lists of recipients of such vouchers on which the MEK appeared, evidence linking the MEK to the former Iraqi regime includes lists, as well as video footage of both Saddam Hussein handing over suitcases of money to known MEK leaders.

In addition, there are numerous reports exposing the MeK’s approach in fraudulently soliciting funds for imaginary orphanages and charities and then using the funds to purchase weapons and telecommunication equipment. Among these reports, one could refer to the German Federal Security Service’s report in 2008 and the Rand Corporation’s monograph in 2009.

MEK Hinders Coronavirus Detection In Albania

The German Federal Office for the Protection of constitution (BFV) published a 23-page report in 2008, referring to the MEK as a terrorist organization which is actively involved in illicit fundraising activities. It is mentioned in the report that the National Council of Resistance of Iran, the political arm of MEK, active in Europe and North America, has drawn the attention of the world due to its substantial propaganda and systematic fund-raising activities.

The RAND Corporation, a U.S. government-funded think tank, issued an analysis of the MeK in 2009, referring to its extensive fundraising activities. The report mentioned criminal investigations conducted in the United States, the United Kingdom, and Germany about the MeK in 2001, which exposed ongoing money-laundering activities by the group, leading to the arrestment and prosecution of several of its members.

The MEK has repeatedly been questioned by the media about their financial resources, but they have never responded. This strengthens the speculations about the group’s current extensive money laundering activities.

Worryingly, it is more than five years since this terrorist-criminal group with a long record of money laundering resides in Albania, a country on the FTAF’s gray list for money laundering, and have warm relations with the country’s officials.

Nobody Can Be “Comfortable” With Regime Change Involving MEK

This will probably make the situation a little more complicated in Albania and even in the Balkans, leading to further promotion of terrorism and money laundering and weakening of international mechanisms to combat money laundering in the Balkans. The fact that the Balkans have been a haven for organized crime networks and one source of human resources for extremist groups such as ISIS makes matters worse.

Albania has been longing for joining the European Union for years, but the process of starting negotiations to join Tirana has failed so far due to various reasons, including corruption and money laundering. Although Albania took some measures during this period, according to the FATF’s announcement, it was mainly legal adjustments and “not actions on the ground.”

Limiting criminal groups, including the MEK, and clarifying their financial mechanisms and resources can greatly contribute to transparency, which could bring Albania into the practical phase of combating money laundering. Otherwise, it seems unlikely that Tirana’s actions will satisfy the MONEYVAL experts to remove them from the grey list of money laundering and terror financing.

At a conference with Albanian journalists in Vienna, Prime Minister Edi Rama spoke about Albania taking over the OSCE chairmanship and the biggest challenge this organization has, which is the issue of Ukraine and the tensions there.

Rama said it is a fantastic event to take over the presidency, recalling the time when Albania not only refused to be part of it, but mercilessly criticised it.

“This is a fantastic achievement for Albania. It was not only the only country that rejected this organization, but it ruthlessly criticised it and yet today we are to lead the OSCE. Of course, we are not here to reinvent the OSCE or its mechanisms, but to advance an effort that does not begin or end with us, but follows the consensus of 57 countries and more than 1 billion people. Of course, it is very complex because we have to agree. There are also member states which are countries where there are conflicts. We have done a lot of homework. Both the acting minister, the ambassador and the team. We will do our best. We do not claim to solve the knotty issues that have not been resolved for years, but we will work to improve conditions.”

Rama has also spoken about the growing tensions between the United States and Iran, answering questions about whether Albania is in danger or whether any additional security measures have been taken.

The Prime Minister responded to this question, which included the topic of the Mojahedin Khalq Organisation (aka MEK, MKO, NCRI, …) housed in our country, saying that we are safe in the hands of the allies’ intelligence.

On the issue of the Mojahedin Khalq , Rama said that the agreement with the US stipulates that this is not a political but a humanitarian decision, adding that our country has lived through dictatorship and knows what its actions mean.

“First of all this is a topic and an issue that is not new to us in relation to Iran. We have made a decision that Albania honors, continuing our tradition and the non-negotiable alliance with the United States, to host a group of people whose lives are at risk. As stated in the agreement, they are in Albania based on non-political but humanitarian grounds. We have lived through dictatorship, and we know very well how they operate, and how ready they are to destroy any opponent across the globe. We have a very small population and very minimal resources in relation to Iran, and they had a tremendous espionage operation in all areas and areas where there were “enemies” of the regime.

I do not believe that this endangers Albania in particular. We are in constant contact with our international allies, and when it comes to intelligence, I believe they are unrivaled globally and in this case, we are in safe hands when it comes to obtaining information. I do not believe that we are in a position to have objective reasons for particular exposure, but on the other hand, we are engaged in this process on a daily basis. “

Në një konferencë me gazetarët shqiptarë, nga Vjena kryeministri Edi Rama ka folur në lidhje me marrjen e kryesimit të OSBE-së nga vendi ynë dhe sfida më të madhe që ka kjo organizatë, që është çështja e Ukrainës dhe tensioneve atje.

Rama tha se është një ngjarje fantastike marrja e kryesimit, duke sjellë në vëmendje kohën kur Shqipëria jo vetëm që nuk pranoi të jetë pjesë e saj, por e goditi pa mëshirë atë.

“Kjo është një arritje fantastike e Shqipërisë. Ka qenë jo vetëm vendi i vetëm që e refuzoi këtë organizatë, por e goditi pa mëshirë dhe ne sot jemi për të drejtuar OSBE. Natyrisht nuk jemi këtu për të rishpikur OSBE apo mekanizmat e saj, por të çojmë përpara një përpjekje që nuk fillon as mbaron me ne, por që vijon me konsensusin e 57 vendeve dhe më shumë se 1 miliardë njerëzve. Natyrisht që është shumë kompleks sepse duhet të biem dakort. Në vendet ku ka konflikte, janë edhe vende anëtare. Ne kemi bërë shumë punë për detyrat e shtëpisë. Edhe ministri në detyrë, edhe ambasadori si dhe skuadra e ngritur. Do të bëjmë më të mirën tonë. Nuk pretendojmë të zgjidhim nyje që nuk janë zgjidhur me vite të tëra, por do të punojmë për përmirësimin e kushteve”.

Rama ka folur edhe për tensionet në rritje mes Shteteve të Bashkuara të Amerikës dhe Iranit, ndërsa është pyetur nëse rrezikon Shqipëria apo nëse është marrë ndonjë masë shtesë për sigurinë kombëtare.

Kësaj pyetje në të cilën përfshihej edhe tema e muxhahedinëve të strehuar në vendin tonë, kryeministri i është përgjigjur duke thënë se jemi të sigurt në duart e inteligjencës së aleatëve.

Për çështjen e muxhahedinëve, Rama ka thënë se marrëveshja me SHBA parashikon që ky nuk është një vendim politik por humanitar, ndërsa shtoi se vendi ynë e ka jetuar diktaturën dhe e di se çdo të thotë veprimi i saj.

“Së pari kjo është një temë dhe një çështje që nuk është e re për ne në raport me Iranin. Ne kemi marrë një vendim që i bën nderë Shqipërisë që është në vazhdën e traditës dhe të aleancës së panegociueshme me SHBA për të mikpritur një grup njerëzish që janë në rrezik për jetën. Siç shkruhet edhe në marrëveshjen e bërë, ata janë në Shqipëri në bazë të një operacioni jo politik, por humanitar. Ne e kemi jetuar diktaturën dhe ne e dimë shumë mirë si veprojnë ato, dhe sa janë të gatshme për të asgjësuar çdo kundërshtar në gjithë globin. Ne kishim një popullsi shumë të vogël  dhe resurse shumë minimale në raport me Iranin, dhe kishte një spiunazh të jashtëzakonshëm që vepronte në gjithë zonat dhe pikat ku kishte “armiq” të brendhëm të regjimit.

Nuk besoj se kjo e rrezikon në mënyrë të posaçme Shqipërinë. Ne jemi në kontakt permanent me aleatët ndërkombëtar dhe kur është puna të inteligjenca, besoj se ata janë të pakonkurueshëm botërisht dhe në këtë rast, ne jemi në duar të sigurta kur është fjala tek marrja e informacionit. Nuk besoj se jemi në pozita të kemi arsye objektive që të ketë një ekspozim të veçantë, por nga ana tjetër, jemi të angazhuar në përditshmëri për këtë proces”.
